The Construction of Climate Change Literacy Database in Taiwan

In the face of imminent global extreme weather/climate risks, countries have recently proposed goals to mitigate and respond to climate change, and long-term climate change literacy surveys will facilitate evidence-based policy formulation. In order to develop a public climate change literacy survey framework and projects, conduct literacy surveys and data analysis, establish a long-term longitudinal climate change literacy database, plan a long-term interactive online climate change exhibition hall, and develop long-term policy recommendations to improve the climate change literacy of the whole population, this project draws on the latest domestic and international literature and seeks relevant advice from various experts to design core topics that are suitable for the 2022 time frame. The project is based on the latest national and international literature and consultation with various experts to design the core topics and special topics for various subgroups in 2022. Between August and October of this year, a total of 5,335 valid questionnaires were collected through stratified random sampling, stratified quota sampling, and online surveys, including 2,589, 1,524, and 1,222 valid questionnaires from the general public, employees of large enterprises and small and medium-sized enterprises, and employees of the tourism service industry in China, respectively. The survey found that the more positive the attitude toward climate change, the more climate-friendly the behavior/intentions of each group, especially the knowledge literacy of large enterprises is high, and there is no "knowledge-behavior gap". In addition, this study collated the results of previous years' literacy surveys, and found that most of the groups of literacy are similar, and the literacy of people in this year is decreasing compared to that in 2020. The structure and query system of the long-term climate change literacy database has been completed, with questionnaire management, survey project import/export management, and statistical analysis functions. As for the online climate change exhibition hall, the core of "education and communication" and "resource consolidation" are used to present the planned thematic contents, literacy survey functions, and exhibition hall simulations, in order to provide users with a one-stop climate change literacy enhancement experience. Finally, the team suggests that the government should accelerate the implementation of climate change adaptation and develop a promotion strategy to enhance the public's ability to respond to climate change, so as to transform Net-Zero from a concept to a life transformation and improve the climate change literacy of our people.
